Bill regulating number of bonds and giving valuation to highway speed limit fines. Per WAM counsel and AG opinion, this does not preempt local control on fines. WAM Action: 2/13/18 The bill was amended to remove the reduction in fines and only to consolidate the number of bonds. The AG reiterated in the committee that municipal level fines do not fall under this legislation.

This bill proposes to repeal municipal authority regarding extraterritorial jurisdiction as provided since the 1940s for developments in counties; the bill, in essence, removes approval authority by cities and towns. WAM ACTION: 2/20/18 WAM testified in opposition stating members were concerned this would eliminate a municipality's ability to properly grow development. The county supports since it removes all authority of municipalities in the county 1/2 mile zone. HB0013 and HB0014 are conflicting so discussion on the floor will have to determine which bill to move forward. WAM ACTION: 3/2/18 Following collaboration with WCCA, a substitute bill for HB0014 was forwarded to be considered in COW. During Senate Corporations meeting, Senator Scott moved to move HB0013 along as a back-up in case the amended HB0014 was not considered. This is an odd move since both are very much in conflict of each other. WAM will watch as both are voted on in the Senate. WAM opposes HB0013 but can support the amended and substitute HB0014. HB0013 was not advanced in the Senate as the conflicting HB0014, as amended, was passed.

This bill authorizes an employer to exempt specified seasonal employees from coverage under the unemployment compensation system, requires notice of exemption, and provides a definition of a seasonal employee. HB0068 will be combined into this bill, HB0049, in an effort to meet federal compliance. WAM ACTION: 2/14/18 WAM members have been working with the Labor committee since April to try to allow an exemption to municipal seasonal employees. Based on multiple attempts with the Dept of Workforce Services, LSO and Labor committee this direction may not have a resolution to help municipal employers but only actual seasonal employers. WAM will continue to work with members, DWS, and the Legislature to find solutions at the municipal level. A substitute bill for HB0049 will be introduced to House recommending a study to define Wyoming seasonal employers and alternatives for other employers that have seasonal employees.
